The work was carried out in order to provide specialized technical advice to the Regional Government of Lima (RGL) in the implementation of social eye health programs (SEP) that may have a more effective reach among the population.The lack of updated eye health information by provinces/districts was a major limitation and, therefore, it was not possible to have available information on the benefits and demand for eye health services (EHS).The objective is to calculate efficiency indicators, according to the population of economic interest, for the OHS, in order to determine their effective and real capacity, as well as the main technical limitations of the health entities managed by RGL. To analyze the effective capacity, it was calculated the performance level (PL) of the HIH, in relation to the prevalence of difficulty in seeing, even when wearing glasses. In the same way, to analyze the real capacity of the EHS, it was calculated the PL of the visual assessments in relation to their incidence, the last thing, to detect the technical limitations of the RGL, it was calculated the PL of hospital establishments. As a result of this, people who have difficulty to see, even if they wear glasses, have access to a medical appointment by using the HIH, diagnoses of refractive errors and cataracts are useful to find a treatment, the insufficient number of professionals specialized in eye health limits the PL of hospital establishments. Finally, this study concludes that EHS have different levels of efficacy according to the calculated PL; so, for people with visual impairment, even when wearing glasses, the SIS is effective, diagnoses of refractive errors and cataracts are associated with a greater number of visual assessments and the main technical limitation of the RGL is the insufficient number of professionals specialized in eye health.
