-- The new concept of the value of people for organizations, begins with the proposals made by the various schools studying Human Resources, from the standpoint of the behavioral sciences. In this, we abandon the idea that the person, in itself, is a resource, ie an element that provides labor to the organization as conceived since the days of the classic authors of the Administration for pass to the consideration of the person as a dynamic element that has skills, talents and resources, that is, possesses knowledge and skills, abilities and skills, and attitudes Precisely for this reason, this research aims to demonstrate that organizational management of people, based on the recognition and individual assessment of job skills - domains formed by the conceptual, procedural and attitudinal- itself can raise productivity levels at work. In other words, an organization that establishes a personal skills such as organizational management model, where the execution of all duties incident to the collaborators, necessarily involves the assessment and recognition of their cognitive skills, procedures and attitudes, will in a better position to improve and / or enhance the results of their work. The objective demonstration of the postulate described in the previous paragraph is carried out in companies shoemaking sector, located in Metropolitan Lima. This was determined by a sample of 96 companies, represented by its directors and/ or managers. This group of entrepreneurs selected under criteria and multistage random, -always ensuring that their views represent the universe of inference manufacturers of Metropolitan Lima- applied a variety of scientific techniques of fieldwork -observation, surveys in three different times and depth interviews - to prove the hypotheses in this research and propose a methodology for implementing the model in this sector. The other results are encouraging, given that from the quantitative point of view demonstrates the assumption, and from the qualitative point of view are identified and refined the findings. With these inputs, we propose a better distribution of plant in the production process, the catalog are developed transferable skills for the sector and profiles for each type from this approach since. Similarly proposes a methodology for implementing the model in the sector.
