Expectativas de desarrollo y propuestas complementarias del mercado de usuarios libres de electricidad según Ley Nº 28832

Abstract

La presente tesis realiza un estudio de la situación actual del mercado de Usuarios Libres de electricidad, identificando sus principales problemas de orden competitivo, normativo y regulatorio; mostrando así las condiciones en la que la nueva Ley Nº 28832, “Ley Para Asegurar El Desarrollo Eficiente De La Generación Eléctrica”, recibirá el mercado eléctrico, para posteriormente develar e identificar las expectativas de desarrollo que podrán alcanzar los Usuarios Libres en nuestro país con este nuevo marco normativo, ello se logrará en base al análisis del mercado eléctrico nacional y la experiencia obtenida por otros países del mundo, que alcanzaron mayores condiciones de competitividad en base a una adecuada reforma de su marco regulatorio, adaptando y complementando estas experiencias a las condiciones en las que se encontrará nuestro mercado eléctrico con la Ley Nº 28832, para finalmente dar propuestas complementarias que permitan alcanzar un mayor desarrollo del mercado de Usuarios Libres en todos sus niveles y sectores de consumo, lo cual se verá reflejado en una mejora de la competitividad, tarifas más justas y un mejor servicio eléctrico, lo que conllevará al crecimiento y perfeccionamiento de nuestro mercado eléctrico.

-- The present thesis makes a study of the current situation of the market of Electricity Free Users, identifying its principal problems of competitive, normative and regulatory order; showing this way the conditions in which the new Law Nº 28832, “Law to Assure The Efficient Development Of The Electric Generation“, will receive the electric market, for later to identify the development that will be able to reach the Free Users in our country with this new normative scheme, this will be achieved analyzing the national electric market and the experience obtained by other countries of the world that reached better conditions of competitiveness in base to appropriate reformation of their regulatory scheme, adapting and supplementing these experiences to the conditions in those that will meet our electric market with the Law Nº 28832, for finally to give complementary proposals that allow to reach a bigger development of the market of Free Users in all their levels and consumption sectors, which will be reflected in an improvement of the competitiveness, joust tariff a better electric service, what will bear to the growth and improvement of our electric market.
