--- The improvement of an organization depends essentially as how processes have been implemented and the correct definition of them, which must be aligned with the interests of the organization, besides being adopted and embraced by the people who run correctly. However to get to meet the aforementioned statement requires a series of steps, which becomes a recipe for achieving the desired objectives; ignorance of these steps or drugs are mainly those who agree obstacles for small organizations do not achieve their objectives to meet the standards established by process models oriented to quality. The study proposes a framework that facilitates the implementation process model VSE, as indicated in ISO / IEC TR 29110-5-1-2 standard. Using the framework, the main idea is to facilitate the addition of the rule on small organizations, with support guided step by step for implementation and evaluation process. Its feasibility is demonstrated by its implementation in some projects to develop software. For developing the proposed framework is taken as a reference to several framework as: i) Meycor CobiT, which is a complete comprehensive and intuitive tool for implementing the CobiT framework for Governance, Management technological risks, Security, Internal Control and Assurance IT, based on COBIT ii) CMMI-Quest, this tool allows for assessments according to CMMI-SE / SW in the continuous representation. The assessment is limited to assign values to the objectives, does not allow practical level assessments (below the level of the targets). It does not provide support for the SCAMPI method. iii) IME Toolkit, this tool allows for assessments according to CMMI-SE / SW. Evaluations include assigning numerical values to practices, based on which the tool generates scores (scores) for each process area. It does not provide support for the SCAMPI method. No assistance has guides for evaluation. In addition to these software tools, has been investigated as an integral part of the study, some of the ISO standards related, such as: i) ISO / IEC 9126-2: Quality of product. ii) ISO 12207, Software Lifecycle iii) ISO 15504, process evaluation.
