In recent decades, the term innovation has become very important worldwide and is no longer an isolated issue. Nowadays, success in efficient management implies generating from the top management a culture directly related to innovation and that provides the organization with the ability to find the key factors (both internal and external) that characterize a good process and thus be able to achieve efficient management. Cabrero and Carrera (2008) point out that “innovation in local governments in Latin America can be conceived as a great mass of knowledge, experiences and learning still dispersed, focused and scarcely spread, despite its enormous wealth and diversity.“ Therefore, in this research we see the need to study efficient management in the Municipality of San Borja and be able to demonstrate the importance of being replicated in other municipalities through public policies that promote competitiveness, an innovative culture, continuous improvement and sustainable development, in order to achieve the economic growth of the country. Also, this study is based on the involvement of research centers in universities that generate new knowledge and technologies, with citizen participation. In this way, citizens can participate actively in generating innovative proposals to achieve efficient management in their locality, which result in the development of citizenship. To do this, innovation must be understood in all its dimensions (techniques, policies and strategies), and in this way identify the necessary factors to promote innovative proposals where municipalities participate, and thus seek solutions to the needs of a locality and guarantee the success of management.
