This work addresses the value chain: analysis and optimization strategies of the performance indicator duration of the criminal process, of the Budget Program 0086: “Improvement of the Services of the Criminal Justice System” in the Judicial Branch. The prolonged duration of criminal processes in the Judicial Branch of Peru, highlighting economic, social, cultural and political influences, as well as the procedural overload and the still resistance to change of the new criminal procedural model. Also, activities, strategic planning and financial situation of the Judicial Branch are analyzed. They are based on theories and models in the criminal justice system, including the value chain and optimization strategies, as well as research on the relationship between credibility in the media, trust in institutions and use of technology. Finally, the alternative “Improvement Plan for Change Management of the New Criminal Procedure Code“ (NCPP) is analyzed as the best option to address the problems of the Judiciary. This plan is aligned with the objectives of Budget Program 0086, in addition seeks to integrate jurisdictional personnel in the implementation of the NCPP, improve attention to defendants and promote innovation in criminal courts. In addition, training and communication strategies, change management, and resources necessary to ensure its success and sustainability are detailed.
