This work seeks to analyze the application of Ministerial Resolution N° 547-2014-MINAGRI about the titling of native communities in Permanent Production Forests in the department of Ucayali and its economic effect. Among other relevant topics, this Resolution indicates that overlappings with Permanent Production Forest areas do not represent grounds for suspension of the administrative procedure for demarcation and titling of Native Communities. At first sight, the economic benefit of titling for the Native Communities in this department of Peru is the protected right to exercise the enjoyment of communal property over their ancestral lands. However, it is of greater importance to consider that any economic model must be developed in consultation and collaboration with the Native Community members in Ucayali, respecting their rights, culture, and worldview. Therefore, this work seeks to understand each of the stages that make up the titling process, as well as the obstacles it faces. Finally, there is a need to considerate the Native Communities' access to education, health, infrastructure, better communication, and other factors that may influence their ability to participate in economic activities. Therefore, a strategy to reduce informality and promote economic and social development, providing greater legal security and protection of property rights, as well as a good stimulus to investment and economic activity in a sustainable manner that could be found in the strengthening of Real Rights.
