Violence against women has been an existing problem in all societies throughout history; however, at the beginning it was not considered that State intervention was necessary, it is from the last century that gender violence was recognized as a social problem in international mechanisms and States were urged to take actions to ensure effective protection of women's rights. Specifically, Spain, adapting to human rights protection standards, passed Organic Law 1/2004 of December 28, 2004, which recognizes gender violence as a problem that requires immediate and comprehensive attention by all State institutions responsible for acting in situations of violence, It also establishes protocols for joint action, thus creating a Comprehensive Monitoring System in cases of Gender Violence, VioGen System, which allows an integrated action of the entities, avoiding duplication of information to provide a prompt response to ensure the protection of women's rights. For this reason, this thesis addresses the feasibility of implementing the VioGen system in the institutions in charge of gender violence situations in Peru, taking into consideration the effectiveness of this system in Spain, in terms of guaranteeing mechanisms that provide protection measures for the rights of women victims of violence.
