The present work is titled Proposal of lines of action oriented to reduce the risk of nullity due to deficiencies in the market inquiry in the tenders and public competitions of goods and services that are raised to the OSCE. The objective was to propose lines of action oriented to improve the quality of the market inquiry in the tenders and public competitions of goods and services that are raised to the OSCE, to avoid the risk of nullity due to deficiencies in this process. In this order, the hypothesis was that the quality of the market inquiry in the tenders and public competitions of goods and services that are raised to the OSCE can be improved by implementing an integrated information system that allows access, consultation, and analysis of the relevant data for each public procurement process. This system would facilitate the identification of needs, technical specifications, reference prices, potential suppliers, and evaluation criteria, among other key aspects to ensure transparency, efficiency, and legality of procurement. Thus, the risk of nullity due to deficiencies in the market inquiry, which can negatively affect public interest and project development, would be reduced. The methodology was applied, descriptive level, qualitative approach, grounded theory design. It concludes that the quality of the market inquiry in the tenders and public competitions of goods and services that are raised to the OSCE depends on the training, experience and methodology that apply those responsible for this process in the contracting entities. This conclusion is based on the analysis of the market inquiry reports that are presented to the OSCE as part of the public procurement files.
