The current work is based on a previous one (Recoba, 2017-2018), which aimed to insert into the public debate the need for attention that should address the circulation of firearms for civilian use and their control, after analyze the changes in Peruvian regulations and the entity in charge of controlling those firearms. In Perú, the majority use for firearms is qualified homicides (66.4%); additionally, of all the firearms for civilian use seized as illegal in 2016, 65% came from firearms with a legal registration. As there is, on the one hand, an illegal arms market that is nourished by an expanding legal arms market and, on the other, a limited capacity of the government to limit and supervise it, the need is generated to propose measures that are part of a sectoral public policy structured and focused on operational, administrative and regulatory aspects that achieve an effective reduction in the diversion of firearms towards illegality. In that sense, the general objective of this research is to identify the aspects that motivate the implementation of strategies that are part of a public policy in charge of the Interior Sector that aims to control and reduce the diversion of firearms authorized towards illegality. And as specific objectives: (1) Develop the elements that must be contained in a public policy in charge of the Interior Sector for the control of firearms for civilian use that aims to reduce the diversion of authorized firearms for civilian use into illegality; as well as, (2) Establish strategies that are part of a policy under the jurisdiction of the Interior Sector to control firearms for civilian use, aiming at reducing the diversion of authorized firearms into illegality. All of this is based on the premise that there is no specific public policy in Peru addressing the control and reduction of the diversion of civilian firearms into illegality. Therefore, in this research, I have updated the information from 2017 (Recoba, 2017), incorporating new data to ensure that the latest information is considered for the formulation of strategies. These strategies are intended to be part of a policy under the responsibility of the Interior Sector, aiming at controlling and reducing the diversion of firearms for civilian use into illegality. For this purpose, the National Multisectoral Citizen Security Policy for 2030, approved by Supreme Decree No. 006-2022-IN, has been analyzed, finding that the control of firearms for civilian use is immersed as an aspect of the general and complex problem that represents citizen insecurity, so after evaluating the guidelines to confront the diversion of civilian firearms to their illegality related to priority objectives already mentioned, it is to be considered that these could be complemented with strategies that allow adequate control of firearms for civilian use. As a result, the objective of this work is to elaborate on the necessary aspects that must be considered for the implementation of a public policy under the jurisdiction of the Interior Sector. This approach allows for the development of focused strategies related to the control of civilian firearms. These strategies include measures to restrict access to and possession of firearms, promotion of voluntary surrender, education and awareness about responsible firearm use, improvement of licensing filters, implementation of a national registry for civilian firearms, establishment of a record of infractions and sanctions, strengthening of the entity overseeing civilian firearm control (SUCAMEC), achieving interoperability between entities for the seizure of civilian firearms, and cancellation of licenses in irregular situations, among others. The goal is to prevent the diversion of civilian firearms into illegality.
