In Peru, there are public investment projects in educational centers, most of which are called "improvements" which are basically new constructions, leaving aside the option of seismic reinforcement. In other countries, studies have been carried out on decision-making for the demolition or adaptation of buildings, such as, for example, in the United Kingdom, two multi-criteria tools were used, one called IconCUR and the second Transformation Meter, concluding that both tools are useful for determine if a building is adapted or demolished but could be improved by providing higher weights for heritage values and assess different end uses and forms of adaptation. Then, different investigations have been carried out in other countries such as Italy, Chile, Spain, China, Australia in which many use multi-criteria tools to determine the decision to reinforce or rebuild a building. In this sense, the objective of this methodology is to determine the decision-making between reinforcing or new construction of three 780Pre type pavilions, considering criteria of cost, time and importance of the construction called multicriteria analysis through the Hierarchical Process Analysis (PAJ). The methodology is based on five steps, the first, design of alternatives, in which the reinforcement and new construction projects are developed, the second, the criteria for each alternative are quantified, the third, the multicriteria analysis to determine the decision to take among the alternatives, in which the multicriteria value (MV) of each alternative is calculated, the one that obtains the highest value being the one chosen, the fourth, the economic-financial analysis, is defined with the calculation of the social index per student (ICE) Choosing the alternative that obtains the lowest ICE value, this being the most profitable, in addition, it is verified that the cost of the reinforcement alternative does not exceed 62% of the cost of the construction alternative. This verification is carried out when the ICE of the alternative A is 80% of the ICE of alternative B, and the fifth, the conditions to determine the final decision, which determines the reinforcement or new construction, when the results of the multicriteria and economic-financial analysis coincide but when they do not coincide and are contradictory analyzes should be re-evaluated. From the first analysis, three criteria were defined: execution cost, execution time and useful life time, the most important being the useful life time criterion. After that, the proposed methodology was developed, which is based on five steps using the previous criteria, which determines if the pavilions should be reinforced or built again. The methodology was applied to three cases, case 1 being module 2 of the I.E.I. Nº 323, case 2 the module B CEBE Nº 03 and case 3 the module 1 of the I.E.P. Nº 20237 respectively, located in the district of Mala, province of Cañete and department of Lima as applied cases, choosing the reinforcement alternative for the three case. To validate the proposed methodology, a comparison of the applied cases will be carried out with the projects carried out by PRONIED and the recommendation proposed by the Mg. Ing. Juan Antonio Blanco Blasco. It should be noted that this methodology is applicable for pavilions type 780PRE, however, in accordance with the General Law of Cultural Heritage of the Nation No. 28296 and its Regulations, a Law that determines the policy of protection, promotion, ownership and national legal regime. and the destination of the assets that constitute the Cultural Heritage of the Nation, in the pavilions that are declared as heritage, the alternative of reinforcement will be chosen (Congress of the Republic, 2007).
