Given the liberalization of international trade through the reduction of traditional tariff measures, the operations of countries abroad have increased, and this has favored their economic development. Although this represented trade opening generating high expectations for the growth of world trade initially, this has not been maintained in the same way over the years, since the need arose in the countries to implement new policies, called non-governmental measures. tariffs, which ensure that the products entering their territory meet certain requirements related to production processes therein, seeking to safeguard human, plant, and animal health in their territory. Within the potential list of non-tariff measures impacting the agricultural sector, SPS and TBT tend to occupy an important place, being prominent due to the sensitive nature of food safety and health protection issues. animal and plant health against risks of pests and diseases. Given these events, this research's objective is to measure the impact that non-tariff measures had on mandarin exports to the European Union during 2013 - 2022. For the analysis, the quantitative method and tools of the commercial gravity equation that uses as panel data the volume of fruit exports to the countries of the economic bloc, together with the study of sanitary and phytosanitary measures and technical obstacles to trade imposed by the regional bloc on the import of fruit. The findings indicate that, of the non-tariff measures mentioned, only sanitary and phytosanitary measures have had a significant negative and positive impact respectively on trade flows. In the case of technical barriers to trade, this variable does not represent significance in the equation.
