The professional proficiency works are research projects that have already been implemented, in this sense, this work was implemented in 2022, with positive results. Public universities in Peru are institutions that provide educational services. These services have a direct link with entities that supervise and accredit such a product. In that sense, when UNE EGyV was licensed in 2019 by SUNEDU, shortcomings were identified in a basic quality condition linked to the maintenance of the infrastructure. Therefore, this work emphasized the Maintenance Unit. The Maintenance Unit is an area to which a significant budget is assigned. This budget has to be executed at 100%, but the execution in 2021 was less than 100%, 62%, and also lower than that of other public universities in Peru. For this reason, it has been identified that the process for the execution of this budget is not optimal. Thus, using engineering tools, the problem has been identified in the time it takes for unscheduled stops, this in turn generates a significant economic impact compared to the assigned budget. The root causes of the problem of unscheduled shutdowns are related to work inspections by third-party companies, not signing contracts within established times, and failure to comply with the amount of preventive maintenance that was planned. Finally, with the application of quality management, SOP (Standard Operating Procedure) and Planned Maintenance, it was possible to increase budget execution to 72%, and also reduce the delay time of preventive maintenance by 30% and, also, in issues economics a cost of capital (COK) of 15.2%.
