The purpose of this work of professional sufficiency is to provide a proposal for the implementation of Management by Processes and Indicators, which allows reducing reprocesses and unproductive times in the administrative and operational management of an Executing Unit of the Health Sector (Ministry of Health). In the first chapter, we will show the current situation of the sector and the problems it is going through in relation to closing the hospital infrastructure gap. Secondly, we will develop the concepts of Process Management and its link with the research topic, we will establish the methodology and management tools. Thirdly, we will provide the mechanisms for the implementation of the Project Office, called PMO. This analysis is intended to determine the most critical processes, unproductive times, bottlenecks and mitigate the risk of the operation. On the other hand, our research focuses on the execution of Hospital Infrastructure Investment Projects and the types of investment proposed by INVIERTE PERU. It is pertinent to point out that the research is based on information available in the transparency portal of state institutions, such as INVIERTE.PE, INFOBRAS, CONTRALORIA, Presidency of the Council of Ministers (PCM), Ministry of Health (MINSA), Ministry of Economy and Finance, National Health Investment Program (PRONIS).
