In 2021, the municipality of Pachacamac launched a campaign to increase tax collection called “Minkacuni”. This campaign was carried out in the midst of the COVID 19 pandemic, in an economic context of poverty, informality and a population with a poor tax culture, which was reflected in the low levels of collection in the municipality. The project developed a communication strategy with the objective of implementing new communication channels between the municipality and residents, disseminating information about the campaign and generating trust. This communication strategy is a successful case study that leveraged the achievement of the objectives of the Minkacuni project under the motto “your tributes are works.” In the implementation, the communication strategy incorporated an innovative approach to community relations, which made it possible to bring the municipality closer to the population with a creative use of advertising and digital communication channels, which, together with traditional means of direct interaction with people, facilitated the achievement of the objectives. The results of the communication strategy allowed a 6.40% reduction in the delinquency rate in the 34 associations where the campaigns were carried out. An increase in citizen confidence was evident, as the number of associations that requested to be evaluated increased. In 2021, 13 minor works were carried out in the participating locations with the same resources collected and the new communication channels were adequately implemented in the area. In a country where there are economic and social gaps that make tax collection difficult, the implementation of this communication strategy is effective, replicable and viable, as long as its guidelines are adapted to the needs of each locality.
