Nowadays, Peru has a significant number of authorities that are not prepared for the position assigned to them. This causes a setback and triggers several management and decision-making problems for the proper use of resources. In that context, the Videnza’s Gestores de Cambio Program was created, an entity that seeks to train professionals and technicians who want to contribute to a better public management. The objective of this work is to establish the comparison of two communication campaigns developed for the call phase of the program: the 2022-1 pilot and the 2023-1 campaign. To analyze these communication plans, three variables were selected for the study: digital pillar, media management pillar and institutional alliance management pillar. After this professional experience, it has been detected that a program can be successful taking into account these communication strategies: establish priorities, identify the pillars that will lead the strategy and define the most suitable channels so that each message can reach the right target audience, without the need to saturate them. This case is relevant to study because it leaves lessons learned so that an integral communication campaign, oriented towards a national scholarship program, can be successful. Furthermore, it has added value, since it addresses the issue of the decentralization of continuing training programs and the training of public managers or people interested in public management.
