The research work presented examined the situation of the National Civil Defense Institute (INDECI) on its way to digital transformation, taking us to the year 2030. This Peruvian agency is crucial for security in times of crisis and natural disasters. The study focused on the problems that arose during its digital transformation process initiated in 2021, which caused delays in document processing due to resistance to change and lack of adequate technological resources, affecting INDECI's ability to fulfill its mission. A qualitative approach was applied with a non-experimental design, using a semi-structured interview with the specialist personnel of the mentioned entity. It was concluded that, to address this problem, three alternatives were evaluated: the creation of a Digital Transformation and Change Management Committee, the implementation of an Integral Innovation Project Management Platform and collaboration with external entities. The choice fell on the creation of the Committee due to its alignment with the organization's objectives and its comprehensive approach. The relevance of this issue lies in the growing digital divide and the need for effective change in the digitized government context. Internally, the need to adapt to the digital environment is undeniable, and the lack of adoption of the Document Management System results in delays in decision making and coordination of responses in critical situations.
