This study focuses on the issue of tenders carried out by a state entity, with an annual budget of approximately 3 million soles allocated for the loading and unloading service. However, selecting the provider with the cheapest offer often compromises the quality of the service to secure the tender, resulting in significant operational delays. This research identifies ten theories that explain the behavior of the state entity. Three alternatives were selected based on these theories, quantified, and the most suitable option chosen. It was concluded that the theory of “Orientation toward the cheapest“ proposed by Alfredo Soria is the most relevant, due to the legal obligation of state officials to choose the cheapest offer. Consequently, there is an emphasis on the need to adjust the regulations and provide training to officials so they consider the importance of balancing quality and price when selecting suppliers. This will help improve the efficiency of tenders and, ultimately, optimize the operation of state warehouses.
