Currently, there are many deficiencies in the planning and scheduling of external natural gas network construction projects using polyethylene pipelines. According to a survey conducted among personnel currently working in the industry, they mention that these deficiencies are caused by a lack of coordination between teams and constant changes in the plan. Likewise, this results in delays and increased costs. To verify this, an analysis of three projects in terms of time and cost was conducted. It was evident that there is a lack of a clear methodology for planning and scheduling activities, as projects were analyzed where costs could be reduced with proper planning. Similarly, project delays were observed due to a lack of control and proper task scheduling. In response to this, a methodological framework is proposed, applying the Last Planner System to these external natural gas network projects. This research proposes a more organized planning approach that encompasses initial planning, intermediate planning, short-term planning, and results analysis. To validate the proposal, an expert judgment was conducted, confirming that the methodological proposal could reduce time and costs. In conclusion, it can be stated that the proposal is valid, as all experts indicate that the methodology has the potential to improve or definitively enhance the planning and scheduling of external natural gas network construction.
