The process of implementing the Code of Criminal Procedure began in 2006. However, it is in the largest judicial districts (due to their abundant procedural burden), in which the process has only begun the current year. Callao is one of the judicial districts whose intervention of the criminal procedural model has represented a challenge. One of the reasons why its implementation process has required greater effort is, in addition to the principles on which the model is based, is the separation of functions: administrative functions of the jurisdictional, it has meant a dilemma for the workers of the Superior Court of Justice of Callao, who had been working under the Code of Criminal Procedure, and in whose mechanics of work there was no distinction between the The decades of validity of the previous code generated a systematization at work and a mentality rooted in the inquisitive system, which if not addressed can generate the collapse of the procedural burden, denaturing the current code, which seeks - in addition to guaranteeing the rights of the justiciable - to energize the administration of justice. The New Criminal Procedure Code represents an improvement for the administration of justice. However, its effect will not be perceptible if you do not work with those who are in charge of its processing (jurisdictional staff). For this, it is necessary to use tools that contribute to the management of organizational change, and that it recognizes the importance of the human factor.
