The main objective of this research work is to design a PMO for the company HLC Ingeniería y Construcción S.A.C. that seeks to establish and improve the use of good practices in project management according to the guidelines of the PMBOK® Guide, that contributes to the development and successful completion of construction projects, so they can get their objectives and also, they can contribute to the organization’s strategic objectives, because, according to an analysis in the last 04 years, the organization was impacted by the cost overruns generated by the execution of the projects, generating drops in operating profitability, significantly affecting the patrimony of the organization. For this purpose, the HLC’s maturity in project management was determined using OPM3® model, and then, PMO Value Ring® methodology let us design the Control PMO, wich is a type of a project management office, according to with the guide of the PMBOK® sixth edition, and finally, that PMO will provide us a support and also value in the execution of projects for the Construction Business Line. Finally, the proposed Organizational Change Management Plan is based on the ACMP® Standard for Change Management and PMI® Managing Change in Organizations, in order to guarantee the implementation of the PMO optimally, managing the negative impacts, minimizing resistance and achieving the expected objectives because of the PMO’s implementation.
