The purpose of this investigation study named "Improvement proposal procedures to Collect's Office and Coercive Enforcement of the General Captaincies Direction and Coast Guards of Peru" is the reorganization of DICAPI, adding to the structure” The Office of Coercive Enforcement” and through to technological tools get a optimized process, looking for alignment between the structure and current law regulations and with job roles proposed, develop a clear and effective Coercive Enforcement process. In the course of research study, many management tools and methodologies studied in MBA program were taken to get relevant information, such as interviews, internal documentation and a theoretical framework that includes the review of academic sources, as well as the applicable regulations. In diagnosis process part, you can see debt files status related to concepts like administrative procedures, infractions and sanctions, among others, from the period since 2009 to 2019, showing debts for 23.8 million soles, which 14.1 million soles are prescribed debts and 9.7 million soles are in recovery process and management theirs generate high costs for the entity as a consequence of the inefficient application of the process of coercive enforcement by DICAPI Considering the problem described before, the following hypothesis was formulated: "An efficient management of coercive collections generates favorable impacts on the level of service provided by the General Directorate of Captaincies and Coast Guards (DICAPI)." Finally, to validate the hypothesis described, the team developed some proposals that contain objectives and goals aligned to DICAPI's vision, referring to achieving leadership and international recognition in the execution of the best control and monitoring practices of activities carried out in the aquatic environment, based on a sustainable organization of efficient management at the service of users and citizens.
