In recent years, it has become evident that sanitary and phytosanitary measures for the entry of food products into the European Union have become more restrictive, conditioning and limiting the development of agroexports. Within these measures, phytosanitary certification and maximum residue limits have conditioned international food trade due to the complexity of complying with food safety standards. It is in this context that the Peruvian fresh mango producing and exporting sector has been conditioned by the entry requirements on sanitary and phytosanitary measures demanded by the Netherlands, which is the main importer of fresh Peruvian mango. Therefore, based on a mixed methodology with the application of grounded theory and the use of a gravity model, this research work aims to determine the relationship between sanitary and phytosanitary measures as a non-tariff barrier and the negative consequences on exports of Peruvian fresh mangoes to the Netherlands between 2016 and 2021. To this end, the research will be supported by background information, theoretical bases and in-depth interviews with specialists in the sector under study. Likewise, the problematic reality, objectives and hypotheses of the research will be developed. Finally, the research methodology will be applied for the qualitative and quantitative part, where the data obtained from the interviews will be contrasted with those obtained by the statistical method for subsequent analysis, validation and discussion of results.
