The research carried out focuses on the issue of cultural dissemination and artistic training as a primary activity to improve the quality of life of vulnerable populations. By incorporating an accessible service for all socioeconomic levels, it contributes to physical, emotional, and mental well-being, while encouraging the exchange of ideas, cultures, and customs between communities. For the development of the work, an analysis of the proposed topic was carried out at a multiscale level until reaching the district of Puente Piedra, located in North Lima, where through studies carried out on supply and demand, a wide gap of five cultural centers in relation to population density was evidenced, in addition to the lack of green spaces that generate vitality and health to the district. On the other hand, it is evident that Puente Piedra has a population deeply rooted in its customs and traditions, so there are several traditional festivities that are celebrated throughout the year, due to internal migration in Peru. Therefore, a typological and normative analysis was elaborated at national and international level for a better precision of the design to be proposed and an adequate relationship in the creation of criteria and / or design guidelines, all of them connected to the problem Finally, the architectural theory of the architectural envelope was identified, as the emphasis that will solve the functional and technological problems that the district has.
