At present, the movement of the international logistics chain has been perfected, in a context of insecurity after the terrorist attacks in New York and the terrorist attacks in Madrid and London, it was concluded that it was necessary to have the entities of the state that could control and manage the international movement of cargo. In 2005, the Council of the World Customs Organization (WCO) created a system to improve security and facilitate trade named the WCO Regulatory Framework to Secure and Facilitate World Trade, better known as the SAFE Regulatory Framework (ALADI, 2020), The AEO certification was created on this basis. The objective of this thesis is to determine how the Authorized Economic Operator (OEA) certification affects the performance of the logistics chain of certified Peruvian agro-export companies between the years 2012-2020. The following dimensions will be taken as part of the independent variable “AEO Certification”: (i) Security of the logistics chain, (ii) Cost of the logistics chain, (iii) Time of the logistics chain. The research has a mixed approach, that is, a quantitative and a qualitative analysis was carried out, for which 30 surveys and 13 interviews were carried out with experts, government executives and agro-exporters, among whom are experts in certifications, workers of SUNAT and PROMPERU, manager and heads of the main agro-export companies in Peru.
