Through a series of signatures of new trade agreements, statistics indicate that Non-Tariff Measures increased while tariffs decreased. Therefore, this research aims to analyze the relationship of Phytosanitary Measures, Technical Barriers to Trade and Safeguards in the behavior of exports of Fresh Peruvian onions to Colombia during the period 2009-2019 under the framework of the Andean Community. This country has had a level of participation of 25% of the total exported of Fresh Peruvian onions to the world during the period 2009 – 2019. In addition, in 2013 the Government of Colombia through Decree 2210 established annual quotas for Peruvian onions and, during 2017, blocked exports of said product under the assumption of a phytosanitary and technical breach. The proposed methodology has a mixed approach and descriptive and correlational scope, where qualitative research has as its design the grounded theory and, at a quantitative level, with a non-experimental and longitudinal design through an econometric estimation according to the Gravity Model. The statistical results were contrasted with the theoretical bases, the literature reviewed, and the fundamentals of the interviewees and it was concluded that the phytosanitary measures and technical barriers to trade imposed by Colombia, turned out to be basic and necessary to guarantee the food safety and quality of fresh onions and, at the level of safeguards, the quotas established did not exceed the average volume of the last 3 years.
