This research aims to develop the modeling of the operation of the Gallito Ciego reservoir, evaluating different operation policies to improve the water use in the system. The methodology includes the collection and analysis of information on existing flows in the Yonán control station, reservoir outflows, storage volumes, demands and the distributed volumes to the different users located downstream of the reservoir. In addition, the configuration and calibration of the HEC-ResSim model is carried out. The results show an adequate representation of the storage volumes and the reservoir outflows. The simulation of the current operation is evaluated for the 1998-2017 period with a daily time step, inflows and water volumes downstream. Likewise, the assessment is carried out under wet, normal and dry hydrological conditions of the system. From the analysis of the current operation, new water policies are proposed to improve and satisfy the water demands of the different users (energy, irrigation, municipal supply). The reservoir performance is evaluated using reliability and vulnerability indicators. Under current conditions, results indicate that reliability decreases over time and also as long as water users are located further away from the reservoir. In addition, 6 alternatives are proposed and evaluated to improve the dry year, middle year and wet year scenarios; which, generally, consist of reducing the demands and adjusting the opening of the Howell Bunger valves to increase the reliability in the water supply of the users' demands. Also, it is likely that due to a lack of adequate operating rules, the sedimentation in the reservoir has increased considerably reducing the reservoir storage capacity
