This document focuses on the problem of a small software consulting company that provides application development and testing services to Telecommunications companies in Peru, being for this reason considered one of the strategic partners for these companies, so it is constantly evaluated and many times financially penalized for not meeting the planned goal in several projects. In recent years, the income of this company has grown slowly, and in parallel, the costs for not complying with the deliverables in a timely manner have also increased. The situation of their project management was analyzed identifying the causes that originate the penalties, and the need to implement a project management office (PMO) that proposes and supports processes that result in improvements to project management was determined and with it, the quality of the service provided, seeking to reduce the amounts of penalties to the minimum possible. The proposed processes were defined prioritizing the needs evidenced in a survey carried out with the executives of the consultancy and are based mainly on the guidelines suggested by the PMBOK Guide, 6th Edition, in addition to other authors. As part of the proposal, the financial analysis of this project was prepared, evaluating 3 possible scenarios, with the percentage of penalty as a sensitivity variable.
