The present research aimed to develop an Intelligent Transportation System (ITS) based on an ARC-IT architecture to improve vehicular and pedestrian traffic on avenues in the historic center of the city of Trujillo. It is descriptive, in which the improvement of walkability is predicted as a benefit of this work through the proposed ITS. As a result, it was possible to identify vehicular and pedestrian traffic at the intersection of Av. España and Av. Manuel Vera Enrique in the historic center of the city of Trujillo, for this it was simulated in the PTV VISSIM software. Five causes of greatest impact on traffic were found (Traffic Accidents, Public Transport Routes, Traffic Light Network, Traffic Management Devices and Stops on the Roads). It was possible to design the ITS architecture for the City of Trujillo, identifying all its components through the RAD-IT Software (Strategies, Objectives, Interest Groups, Inventory, Services, Needs, Roles, Responsibilities, Functions, Interfaces and Communications). And finally, the Technologies that solve the causes of traffic congestion were evaluated and selected based on criteria such as prices, connectivity and compatibility, obtaining a system consisting of a VT-200L geolocation device per vehicle communicated with 4G cellular technology, a Camera System iDS-TCV907 and infrastructures communicated via Ethernet
