Incidencia del Plan Anual de Contrataciones en la Ejecución del Presupuesto de la Municipalidad Provincial de Trujillo, periodo 2018.

Abstract

La presente investigación titulada INCIDENCIA DEL PLAN ANUAL DE CONTRATACIONES EN LA EJECUCIÓN DEL PRESUPUESTO DE LA MUNICIPALIDAD PROVINCIAL DE TRUJILLO, PERIODO 2018, tiene como objetivo demostrar como el Plan Anual de Contrataciones incide en la Ejecución del Presupuesto, se realizó de acuerdo con la información de la mencionada entidad. En la investigación se aplicó el método de acuerdo a la naturaleza del problema aplicada, porque se utiliza conocimientos o teorías ya existentes para su aplicación en una realidad o problema concreto y así poder resolver problemas, se utilizó la técnica de observación mediante la guía de observación que ha permitido tener acceso directo sobre los hechos que suceden en la realidad; asimismo se utilizó la técnica de análisis documental mediante la guía de análisis para evaluar documentación relacionada con las variables de estudio de dicha entidad. Los resultados obtenidos demuestran que la entidad no llega a elaborar el Plan Anual de Contrataciones (PAC) con todas las peticiones solicitadas en el cuadro de necesidades es por eso que durante el año el PAC inicial difiere y se elabora el Plan Anual de Contrataciones Modificado. La conclusión principal del presente trabajo es que el Plan Anual de Contrataciones de la Municipalidad Provincial de Trujillo incide de manera significativa en la Ejecución del Presupuesto en un 96% periodo 2018.

The present investigation entitled INCIDENCE OF THE ANNUAL CONTRACTING PLAN IN THE IMPLEMENTATION OF THE TRUJILLO PROVINCIAL MUNICIPALITY BUDGET, PERIOD 2018, aims to demonstrate how the Annual Contract Plan affects the Execution of the Budget, was carried out in accordance with the information of the mentioned entity. In the investigation the method was applied according to the nature of the problem applied, because existing knowledge or theories are used for its application in a specific reality or problem and thus to solve problems, the observation technique was used through the observation guide which has allowed direct access to the facts that happen in reality; The document analysis technique was also used through the analysis guide to evaluate documentation related to the study variables of said entity. The results obtained show that the entity does not prepare the Annual Contract Plan (PAC) with all the requests requested in the table of needs that is why during the year the initial PAC differs and the Annual Modified Contract Plan is prepared. The main conclusion of this work is that the Annual Contract Plan of the Provincial Municipality of Trujillo has a significant impact on the Execution of the Budget in a 96% period 2018.
