Abstract: El Centro Poblado Alto Trujillo se encuentra ubicado en el distrito del Porvenir, y
actualmente cuenta con 25 barrios y 80 117 mil habitantes, se encuentra en
proceso de distritalización por la “Ley N° 30538 que declara de interés nacional
y necesidad pública la creación del distrito de Alto Trujillo”. El sector con el tiempo
ha ido creciendo aceleradamente.
Se han ido presentando diversos problemas, surgiendo la necesidad de contar
con equipamientos, servicios básicos, obras viales, etc.
En el año 2002 se creó la Municipalidad de Centro Poblado mediante Resolución
de Consejo N°150-2002-MPT. Dicha Municipalidad carece de autonomía
política, económica para el manejo eficiente de los recursos económicos y
públicos.
El local municipal se encuentra frente a la plaza principal, sede que ha ido
brindando sus servicios desde el año 2009, la cual fue construida en 3 etapas
por una ONG con la ayuda de la población, debido a los escasos recursos
económicos. Dentro de la misma existen incompatibilidad de funciones, espacios
saturados y accesos combinados.
Por tener la categoría de municipalidad de Centro Poblado existe una deficiente
atención al público y dificultad para hacer trámites y gestiones.
Debido al proceso de distritalización, surge la necesidad de contar con un local
municipal de categoría distrital. Actualmente cuenta con 480 m2, construido con
el aporte de la población y la ONG Círculo Solidario. Su funcionamiento es
limitado, aunque como infraestructura se encuentra en buenas condiciones, por
lo cual es ideal hacer reúso creativo de la estructura y crecer alrededor del actual
local, asignándole a los nuevos edificios nuevas funciones de acuerdo con el
contexto.

Because it has the category of a municipality of populated center, there is a problem of attention to the public and the difficulty in carrying out procedures and managements. Due to the process of distritalization, the need arose to have a local municipal district category. It currently has 480 m2, built with the contribution of the population and the ONG Círculo Solidario. Its operation is limited, although as infrastructure is in good condition, so it is ideal to use its structure and grow around the current premises, assigning new buildings new functions according to the context.
