The district of Simbal faces an entrenched issue of lacking transparency and citizen participation, as evidenced by the conflicts in 2019. Strikes and disruptions reflected the dissatisfaction and the community's perception of the municipality's insufficient response to their demands, creating a significant gap. In this scenario, the fundamental question of the research emerges How to promote transparency and citizen participation in Simbal public management in 2023? The research aims to address this issue through specific objectives. Firstly, an updated diagnosis of the situation in Simbal will be conducted. Subsequently, an innovative digital platform will be designed and implemented, integrating cognitive services from Reniec and Sunat. The measurement of impact will focus on evaluating citizen participation. This study goes beyond identifying deficiencies, concentrating on tangible solutions through the development of an advanced digital platform. The evaluation aims to enhance citizen participation, transparency, and the perception of the platform's effectiveness. In addition to resolving local issues, the research promises valuable insights for communities facing similar challenges. The successful implementation of the digital platform will represent a significant advancement for Simbal's municipal administration, fostering transparency and averting local conflicts. This initiative not only suggests a positive change in the relationship between the community and local authorities but also serves as a model for improving the efficiency and accessibility of public management.
