Propuesta de un sistema de gestión de seguridad y salud en el trabajo basado en la Ley N° 29783 en la planta de tratamiento de agua potable del Proyecto Especial Chavimochic

Abstract

El presente trabajo de investigación propone un Sistema de Gestión de Seguridad y Salud en el Trabajo basado en la Ley N° 29783 en la Planta de Tratamiento de Agua Potable del Proyecto Especial Chavimochic, para mejorar su Planeamiento Estratégico en Seguridad y cumplir con los requisitos establecidos por dicha Ley y su reglamento. El desarrollo del presente trabajo se inició estableciendo el alcance y desarrollo de la línea base en materia de Seguridad y Salud en el Trabajo en la Planta de Tratamiento de Agua Potable. Se toma como Línea Base la “Lista de Verificación de Lineamientos del Sistema de Gestión de Seguridad y Salud en el Trabajo” dado por el Ministerio de Trabajo y Promoción del Empleo en la R.M 050-2013-TR, esto se hizo con finalidad de conocer el nivel de cumplimiento de los requisitos planteados por la Ley N° 29783, cumpliendo con sólo el 12.17% ;después se elaboró las política, objetivos y metas ;se formó el comité de Seguridad; se realizó el IPERC y mapas de riesgo; se estableció la organización y responsabilidades; capacitaciones e inspecciones ; planes de emergencia e investigación de accidentes e incidentes; los índices estadísticos y la implementación del plan de Seguridad y Salud en el Trabajo. A continuación, desarrollado un Sistema de Gestión de Seguridad y Salud en el Trabajo basado en la ley N° 29783, se realizó el cuadro de mando integral como herramienta para mejorar el planeamiento estratégico en Seguridad, luego se estableció a través de un programa anual, la priorización de actividades y sus Indicadores de Gestión en materia de Seguridad y Salud en el Trabajo.

The present research work proposes a System of safety Management and Health at Work based on Law N° 29783 at the Potable Water Treatment Plant of the Chavimochic Special Project, to improve its strategic planning is safety and comply with the requirements established by that law and this rules and its regulations. The development of this work began by establishing the scope and development of the baseline on Occupational Health and Safety at the Drinking Water Treatment Plant. The “List of Verification of Guidelines for Occupational Health and Safety Management System“ given by the Ministry of Labor and Employment Promotion in RM 050-2013-TR is taken as a base line, this was done in order to know the level of compliance with the requirements established by Law N ° 29783, complying with only 12.17%; After the policy, objectives and goals were elaborated, the committee was formed; there was realized the IPERC and maps of risk; the organization and responsibilities were established; trainings and inspections; emergency plans and investigation of accidents and incidents; the statistical indexes and the implementation of the Occupational Health and Safety plan. Then,developed a system for the management of Health and Safety at Work based on the law N° 29783, was the balanced scorecard as a tool to improve the strategic planning in Safety, then was established through an annual program, the prioritization of activities and their management indicators in the field of Safety and Health at Work.
