This research is developed because the population is constantly growing and requires maintenance or improvement of its roads, in the study area has 2 roads that needed paving and the rest of the paved roads had a level of damage or pavement condition in poor condition. The main objective of the research was to develop a viable structural design proposal for optimal paving, which first developed the preliminary studies and then the structural design of the flexible pavement and a budget for each of the 2 roads. The PCI method was used to determine the level of damage or condition of the pavement of the rest of the roads under study. A descriptive-propositional design was used. The development of the theoretical perspective will be based on the review of documentation and observation as data collection, the instruments used were data sheets such as the PCI manual, soil laboratory tests, traffic study and the AASHTO 93 methodology for the structural design of the flexible pavement and a technical and economic analysis was proposed as the budget. According to the analysis performed, it is concluded that the flexible pavement and the technical and economic analysis of the budget of the 2 roads (Luis Alberto Sanchez Street and Jose Olaya Avenue) is the best viable proposal of structural design for optimal paving; with the PCI method it was determined that most of the paved roads are in a very bad level of damage, which was proposed an alternative solution in each study road, this will allow researchers to take into account in their next studies.
