Abstract

La presente tesis se desarrolla sobre el análisis de la problemática forjada por la desintegrada y deficiente infraestructura institucional que presenta la Municipalidad Distrital de Castilla - Piura, con lo que afecta directamente sus funciones administrativas, la actividad de los trabajadores municipales y la percepción que tiene el usuario público de sus autoridades y el mal servicio que se le brinda. Esta investigación ha compilado información de tipo cuantitativa y cualitativa, con datos estadísticos, encuestas, entrevistas y documentos alcanzados durante el año 2019 y parte del 2020. Además, los autores de este proyecto de tesis, durante el año 2017 realizaron sus prácticas preprofesionales en la Gerencia de Desarrollo Urbano, y se pudo conocer la realidad de las funciones desde el interior. De esta manera, tomamos como referencia los análisis de casos analizados, de ámbito nacional e internacional, lo cual nos permitió identificar elementos arquitectónicos de equipamientos de tipo institucional, que fueron correctamente implementados con los que se logró en cada uno de ellos sensación de confort para el usuario público, trabajador municipal y en zonas complementarias aledañas, además de administrar mejor las necesidades de la población en general

This thesis is developed on the analysis of the problems forged by the disintegrated and deficient institutional infrastructure presented by the District Municipality of Castilla - Piura, which directly affects its administrative functions, the activity of municipal workers and the perception that the public user of its authorities and the bad service that is provided. This research has compiled quantitative and qualitative information, with statistical data, surveys, interviews and documents obtained during 2019 and part of 2020. In addition, the authors of this thesis project, during 2017 carried out their pre-professional practices in the Urban Development Management, and the reality of the functions could be known from the inside. In this way, we took as a reference the analyzes of the cases analyzed, nationally and internationally, which allowed us to identify architectural elements of institutional type facilities, which were correctly implemented with which a feeling of comfort was achieved in each of them for the public user, municipal worker and neighboring complementary areas, in addition to better managing the needs of the general population
