El debido proceso parlamentario y la conformación política de la Comisión de ética del Congreso de la República

Abstract

El meollo de esta investigación versa en el ordenamiento jurídico del poder legislativo, específicamente en el anexo I del reglamento del Congreso de la República, que es el Código de Ética Parlamentaria, y por Resolución Legislativa N.o 016-2003-CR, se crea la Comisión de Ética Parlamentaria. Asumiendo que, las decisiones tomadas como primera instancia, enerva el debido proceso parlamentario, pues, sus actuaciones son de carácter tuitivo entre las mismas bancadas, las cuales, se liberan de ser punibles, lo que va ligado a la conducta antiética, generando completa desconfianza en los peruanos y un desprestigio del Poder legislativo.
