The present research, it was investigated how the execution of public investment and public expenditure influences the quality of life of the population of the Amazon, Lambayeque and La Libertad regions, during the period 2000-2017, with the purpose of seeing the advance in the priority sectors, to reduce the social gaps that still exist. In the regions of Peru it can be seen that one of the main problems in the human development index is that the Central Government does not monitor the budget designated for public investment, generating an imbalance in public spending, which is why the regions that It has been investigated that there is no significant increase in the human development index (HDI), such that the average index is 0.50, while at the national level it is 0.74, which indicates that the regions investigated are below the index. national. To demonstrate, to what extent public spending and public investment influence the human development index of the regions under study, a panel data model was applied, reaching the following conclusion: If public spending increases by 1%, the human development index decreases by 0.17%, and if public investment increases by 1%, this index increases by 0.095%. These findings reveal that public spending does not contribute to improvements in human development, which could be explained by the inefficiencies of spending as well as the fate of the same. In the same way, although it is true that public investment has a positive impact on the quality of life, nevertheless, the effect is insignificant; in the latter case, the minimum impact would be associated with poor management of the budget, as well as inadequate allocations that are directed to public investment projects.
