This methodology was developed between 1974 a 1976 for the Engineering Corps of the United States Air Force and executed by engineers Messrs. Mohamed Y. Shahin, Darter and Michael L. Starr D. Kohn, in order to obtain Management System Pavement Maintenance rigid and flexible through the PCI. And today is rationed. (ASTM, 2004) As history can mention that this methodology has been applied in the city of Piura, entitled ““Condition index calculation applied in the flexible pavement in av. Piura Palms ““(2008).; Also in the town of Huancabamba, denominating ““Determination and Evaluation Level Pathology Incidence of Concrete in Rigid Pavements in the province of Huancabamba, Piura““ (2010). Preserve the existing road assets in the city of Sullana, for its inhabitants it is paramount and that it is the responsibility of engineers to provide methods to accomplish this mission; (MPS, 2008) is in this way that the present investigation aims to show a method of quantifying the damage (AASHTO, 1993), applying PCI methodology, allowing us to understand and apply evaluation techniques it uses; to determine the rate of structural integrity and operational condition of the above pathways. Consequently analyze whether the application of the PCI methodology; in asphalt pavements of the above routes of the province of Sullana, allow us to determine objectively, Structural Integrity Index and Operational Condition Surface these. According to the results of our investigation we conclude that; the proposed methodology allowed us to objectively determine the Index of Structural Integrity and Operational Surface Condition of the roads under consideration, which tell us how to invest correctly in the maintenance of roads according to their needs.
