The city of Trujillo, capital of the department of La Libertad, has experienced in recent years an expansive and fragmented urban development, due to the progressive growth of migration from the countryside to the city, producing a higher population density and the need to increase its public and private services. as well as improving and modernizing its buildings. When analyzing the internal functioning of administrative public buildings, we can see that most of these facilities present a series of problems. A clear example is the premises of the Regional Government of La Libertad, currently located in Urb. Santa Inés, an area adapted in the former regional administration garage; it has environments in poor condition, due to its age and lack of maintenance; providing limited attention to users. However, when focusing the analysis of the functional organization of the regional government line bodies, two important decentralized components could be seen, in a critical situation: The Regional Education Management (GRELL) and the Health Management (GERESA). The GRELL, adapted in environments of an educational institution, whose infrastructure is not adequate for the correct development of its administrative activities. On the other hand, the GERESA, distributed in 5 dispersed premises, in houses adapted for office use. Therefore, the present work has been coordinated in order to contribute to the strengthening of the institutional image of the Regional Government, expanding the efficient management capacity of its competent bodies. Consequently, we propose the present project of the new headquarters of the La Libertad Regional Government and the Education, Health, Transportation and Communications line bodies, PROIND and other complementary services; with the possibility of future expansion, in the vast land belonging to the GRLL, located in Urb. Natasha, district and province of Trujillo.
