Complejo administrativo regional de la gerencia de educación y salud, en la ciudad de Trujillo - La Libertad

Abstract

La ciudad de Trujillo, capital del departamento de la Libertad, ha experimentado en los últimos años un desarrollo urbano expansivo y fragmentado, debido al crecimiento progresivo de la migración campo ciudad, produciendo mayor densidad poblacional y la necesidad de incrementar sus servicios públicos y privados, así como mejorar y modernizar sus edificaciones. Al analizar el funcionamiento interno de los edificios públicos administrativos, podemos apreciar que la mayoría de estos equipamientos presentan una serie de problemas. Un claro ejemplo es el local del Gobierno Regional de la Libertad, actualmente ubicado en la Urb. Santa Inés, recinto adaptado en la ex cochera de administración regional; posee ambientes en mal estado de conservación, por su antigüedad y falta de mantenimiento; brindando atención limitada a los usuarios. Sin embargo, al enfocar el análisis de la organización funcional de los órganos de línea del Gobierno Regional, se pudo apreciar dos importantes componentes desconcentrados, en situación crítica: la Gerencia Regional de Educación (GRELL) y la Gerencia de Salud (GERESA). La GRELL, adaptada en ambientes de una institución educativa, cuya infraestructura no es la adecuada para el correcto desarrollo de sus actividades administrativas. Por otro lado, la GERESA, distribuida en 5 locales dispersos, en viviendas adaptadas para uso de oficina. Por lo tanto, se ha coordinado el presente trabajo a fin de contribuir al fortalecimiento de la imagen institucional del Gobierno Regional, ampliando la capacidad de gestión eficiente de sus órganos competentes. En consecuencia, planteamos el presente proyecto de la nueva sede del Gobierno Regional La Libertad y órganos de línea de Educación, Salud, Transporte y Comunicaciones, el PROIND y demás servicios complementarios; con la posibilidad de expansión futura, en el vasto terreno perteneciente al GRLL, ubicado en la Urb. The city of Trujillo, capital of the department of La Libertad, has experienced in recent years an expansive and fragmented urban development, due to the progressive growth of migration from the countryside to the city, producing a higher population density and the need to increase its public and private services. as well as improving and modernizing its buildings. When analyzing the internal functioning of administrative public buildings, we can see that most of these facilities present a series of problems. A clear example is the premises of the Regional Government of La Libertad, currently located in Urb. Santa Inés, an area adapted in the former regional administration garage; it has environments in poor condition, due to its age and lack of maintenance; providing limited attention to users. However, when focusing the analysis of the functional organization of the regional government line bodies, two important decentralized components could be seen, in a critical situation: The Regional Education Management (GRELL) and the Health Management (GERESA). The GRELL, adapted in environments of an educational institution, whose infrastructure is not adequate for the correct development of its administrative activities. On the other hand, the GERESA, distributed in 5 dispersed premises, in houses adapted for office use. Therefore, the present work has been coordinated in order to contribute to the strengthening of the institutional image of the Regional Government, expanding the efficient management capacity of its competent bodies. Consequently, we propose the present project of the new headquarters of the La Libertad Regional Government and the Education, Health, Transportation and Communications line bodies, PROIND and other complementary services; with the possibility of future expansion, in the vast land belonging to the GRLL, located in Urb. Natasha, district and province of Trujillo.
