División Regional de Investigación Criminal La Libertad - CAP. Alcides Vigo Hurtado

Abstract

El proyecto a realizar es la División Regional de Investigación Criminal – La Libertad, el mismo que estará ubicado entre las calles Santo Toribio de Mogrovejo y la calle San Vicente, de la Urbanización San Andrés, con una extensión de terreno de 2,350.047 m2, donado por la urbanizadora en 1970, para el servicio de Investigación de Robos y de Drogas, a cargo en ese entonces de la Policía de Investigaciones de Perú (PIP). El objetivo general es realizar una propuesta arquitectónica, que integre las variables tecnológicas, funcionales y espaciales, para mejorar la prestación del servicio a nivel regional, de la división regional de investigación criminal – La Libertad cap. Alcides Vigo Hurtado. Actualmente se quiere una construcción de un edificio que cumpla con todos los ambientes que el local requiere, manteniendo el carácter de institución con el apoyo tecnológico y con una propuesta arquitectónica según esta tipología de edificación dentro de un lenguaje de autoridad. Con un manejo volumétrico que permita dar presencia de Institución, generando casetas de control y de paso vehicular en las vías de acceso al local de investigación, para de esta forma controlar el acceso peatonal de los familiares de los delincuentes que en la actualidad irrumpen la tranquilidad de los vecinos cuando estos son detenidos, incomodidad de gran parte de los vecinos por encontrarse en una zona residencial. Diseñando flujos de circulación por separados, siendo la circulación de los reos restringida, los que llegarían directamente al sótano con un sistema de seguridad complejo tanto en la circulación horizontal como vertical. Este local estaría brindando el servicio de apoyo a la justicia en las divisiones de antidrogas, antiterrorismo, Policía Fiscal, Sección de Apoyo al Ministerio Público, a la Divincri y a la Oficina de criminalística con sus laboratorios, así como también a la medicina forense.

Currently we want a construction of a building that fusions all the environments that the local requires, maintaining the character of an institution with technological support and with an architectural proposal according to this kind of building within a sense of authority. With a volumetric handling that allows to give presence of Institution, generating booths of control and vehicular passage in the access roads to the research site, in order to control the pedestrian access for delinquents` families, that currently disturb the peace of the neighbourhood, when these (delinquents) are arrested, and so most of the neighbors show their disagreement, because that is a residential area. Circulation flows are designed separately, with restricted circulation of prisoners, which would arrive directly to the basement with a complex security circulation system build in both horizontal and vertical. This local would be providing the support service to Justice in their different divisions, like Anti-Drug, Anti-Terrorism, Fiscal Police, Support Section to the Public Ministry, the Divincri and the Office of Criminalistics, with its laboratories, as well as forensic medicine.
