In this research thesis, the analysis of the data and characteristics obtained in the soil laboratory was carried out, observing the performance of a granular material stabilized with portland cement type I and with Slow Cationic Asphalt Emulsion type CSS-1h, in this way to know which of both stabilizing materials is indicated to stabilize the base layer and be more resistant to vehicle loads. For the analysis process, laboratory tests were carried out on the quarry soil to see that the selected quarry meets certain requirements to be used in stabilization with both materials. Within this investigation with the data obtained in the soil laboratory, the pavement structural design process was carried out, for this we worked with the ASSHTO method to obtain the thickness to be used in the low volume traffic road on the LI-route. 113, district of Charat, Usquil, Huaranchal, in addition also with the values obtained in the design the unit costs were worked to know which of both stabilizers is less costly. The technical comparison was also made, through the results of the tests done in the laboratory, then analyzed in unit costs and able to obtain a result that is economically convenient, but has efficient characteristics in construction as well as its performance. In the end, we conclude according to the technical and economic comparison made to soil stabilized with Portland Cement type I and to soil stabilized with Slow Cationic Asphalt Emulsion type CSS-1h, that when using cement it gives better resistance results against vertical loads and is economic.
