Impacto del estado de emergencia por Covid-19 en la obra rehabilitación del canal el eucalipto en el sector palermo – distrito de Chao – La Libertad

Abstract

El Proyecto “Rehabilitación del Canal El Eucalipto en el sector de Palermo, distrito de Chao, provincia de Virú, departamento de La Libertad” fue financiado por el Programa Sub sectorial de Irrigaciones y tiene como objetivo principal rehabilitar y mejorar la infraestructura de conducción afectado por el fenómeno del niño costero del año 2017, el cual beneficia 111.82 hectáreas de riego en el sector Palermo en favor de 34 usuarios de riego. En la etapa preliminar y durante la ejecución del proyecto, todas las actividades seguían de manera habitual, hasta que se declara el Estado de Emergencia Sanitaria por la COVID – 19 y posterior a ello, el inicio de la inmovilización social obligatoria, lo cual obligó a que este proyecto quede totalmente paralizado. Las autoridades gubernamentales del Perú, en búsqueda de minimizar el impacto económico, implementaron diversas normativas y lineamientos que fueron el soporte para la reactivación económica. Esta tesis tiene como objetivo evaluar el impacto que generó el Estado de Emergencia Sanitaria, analizando la normativa, revisando la documentación e identificando las variaciones económicas y de tiempo. La unidad ejecutora y supervisora del proyecto, implementaron y adecuaron su sistema de trabajo para la reanudación de actividades con el fin de culminar el proyecto, como se indica en la Resolución Directoral N°00168-2020-MINAGRI-PSI-UGIRD (20 de julio del 2020) y la Resolución Jefatural N°00036-2020-MINAGRI-PSI-UGIRD (10 de agosto del 2020). El cual no fue posible, según se detalla Resolución Directoral N°0161-2022- MIDAGRI-DVDAFIR/PSI publicada el 27 de diciembre del 2022

The Project ““Rehabilitation of the El Eucalipto Canal in the Palermo sector, Chao district, Virú province, La Libertad department““ was financed by the Irrigation Sub-sectoral Program and its main objective is to rehabilitate and improve the conduction infrastructure affected by the phenomenon of the coastal child of the year 2017, which benefits 111.82 hectares of irrigation in the Palermo sector in favor of 34 irrigation users. In the preliminary stage and during the execution of the project, all activities continued as usual, until the State of Health Emergency was declared due to COVID-19 and after that, the start of mandatory social immobilization, which forced that this project is totally paralyzed. The government authorities of Peru, seeking to minimize the economic impact, implemented various regulations and guidelines that were the support for economic reactivation. This thesis aims to evaluate the impact generated by the State of Sanitary Emergency, analyzing the regulations, reviewing the documentation and identifying economic and time variations. The executing and supervisory unit of the project implemented and adapted its work system for the resumption of activities in order to complete the project, as indicated in Directorial Resolution No. 00168-2020-MINAGRI-PSI- UGIRD (July 20 of 2020) and Chief Resolution No. 00036-2020-MINAGRI-PSI- UGIRD (August 10, 2020).
