This research aims to deliver a proposal for improving the traffic light network of the Historic Center of the City of Trujillo, which aims to boost traffic at some intersections, determine critical points of traffic congestion and synchronization existing traffic lights located in our Historic Center. Through various techniques of data collection and analysis instruments such as direct observation (counts), interviews (in charge of the beaches of parking), traffic flow (filming), situational analysis, it was determined the causes of the problems in the road management process of the Historic Center of the City of Trujillo. Will discuss basics of vehicular traffic and the problems that occur in society, we will choose intersections present chaotic situations in the Historic Center of Trujillo, as a model for the development of our proposal; We carry out a study of traffic flow, tabulated data from reaching the conclusion to be redeployed times for each direction in which we propose a better model of traffic flow control based on Network Traffic lights. The methodology developed in our research was the application of Manual Road ““Highway Capacity Manual 2000 '(HCM 2000), it was reflected by some flowcharts, taking as fundamental data types of vehicles tabulated in certain periods and thus shape the rush hour in the selected intersections and average flow rates at time intervals. Of all intersections processed with certain time intervals determined with a period of 15 minutes in three phases (morning, afternoon and evening), which concluded that the time of maximum demand (peak time) factor occurs in the shift night for all intersections that were analyzed in the research, these times were given in the following hours from 18:30 to 20:00 relatively, which results obtained as different averages for each processed intersection. Therefore, the proposal of improving the traffic light network, meant that they should change the phase traffic lights located at Jr. Bolognesi with Jr. Ayacucho, Jr. Diego de Almagro with Jr. Ayacucho, Jr. Mariscal Orbegoso with Jr. Ayacucho, Jr. Gamarra with Jr. Ayacucho, Jr. Junin with Jr. Ayacucho, Jr. Junin with Jr. Bolívar, Jr. Junín with Jr. Pizarro and Jr. Junin with Jr. Independence; to optimize delays and safety.
