Abstract: Huaycán, un asentamiento periférico de Lima que terminó creciendo descontroladamente a causa de la imposición de un modelo de desarrollo neoliberal impuesto ante uno autogestionario donde el crecimiento ordenado se basaba en la capacidad colectiva de la población para planificar y llevar a cabo la habilitación urbana, llegó a consolidarse como una comunidad vulnerable y marginada por un sector de la sociedad Limeña. Frente a la adversidad, la resiliencia de la población se manifiesta en el empoderamiento, en el colectivismo, y en la identidad y expresión cultural; los cuales son reconocidos como un potencial diferencial. Esta dualidad de relaciones sociales de marginación y resiliencia se evidencia también en los aspectos físicos que componen el lugar, como las viviendas, los servicios básicos, los equipamientos, los espacios públicos, etc. El proyecto de arquitectura de la presente tesis busca intervenir un entorno físico precario, La Arenera de Huaycán, en donde se encuentra un potencial social preexistente de resiliencia: manifestaciones sociales, festivales de danzas, bingos, conciertos, reuniones comunitarias, procesiones, jornadas deportivas y familiares. Buscará entonces eliminar la vulnerabilidad física del lugar valiéndose de aquel potencial social como determinante de las variables.
Huaycán, a peripheral settlement in Lima that ended up growing uncontrollably because of the imposition of a neoliberal development model imposed on a self-management one where orderly growth was based on the population's collective capacity to planning and carrying out urban empowerment, came to consolidate itself as a vulnerable community and marginalized by a sector of The Lima society. In the face of adversity, the resilience of the population is manifested in empowerment, collectivism, and cultural identity and expression; which are recognized as a differential potential. This duality of social relations of marginalization and resilience is also evident in the physical aspects that make up the place, such as housing, basic services, equipment, public spaces, etc. The architectural project of this thesis seeks to intervene a precarious physical environment, La Arenera de Huaycán, where there is a pre-existing social potential of resilience: social manifestations, dance festivals, bingos, concerts, meetings processions, sports and family days. It will then seek to eliminate the physical vulnerability of the place using that social potential as the determinant of the variables.
