During 2016, more than 21,000 MT of agro-export perishable goods were exported by the Maritime Customs of Callao Intendancy, of which an approximate 5,200 MT were selected for physical examination. The control action of customs administration caused an increase of the associated costs with the export process, delay in the attention of the selected export declarations for physical examination, as well as: a) Loss of cold chain, since the air temperature is higher than the one of the container, affecting the safety conditions of the production and the product packaging; b) Breakage of the seal placed by SENASA (National Service of Agri-Food Health and Quality), requirement for entry into the importing country. In this context, SUNAT (Peru´s Tax Administration) offered the option to the exporter for request that instead of going physical examination, the cargo pass through non-intrusive control by way of the X-ray scanner of the SUNAT, located at the Customs Complex - SINI (Non-intrusive Inspection System) and only as a result of image review a high risk is detected, the container is opened and the physical examination is carried out. With this process modification, the service time of selected export declarations for physical examination has been reduced, and there is also a reduction in the export costs associated with the physical examination (since exporters do not have to pay for mobilization of containers and crews for cargo stowage) and the control of the aforesaid goods has been improved.
