The sanitary authorizations in Peru are issued by Digesa and Sanipes, however, it is evident that they do not fulfill the role of guaranteeing food safety; Therefore, it is a priority for the State to ensure adequate conditions for the production and commercialization of industrialized foods destined for human consumption. From the revision of the current administrative procedures to obtain sanitary authorizations for the elaboration of industrialized foods destined for human consumption, the lack of parameters that guarantee a proper prior verification of the application of the current sanitary regulations is evident. Thus, this research work seeks to evaluate and propose alternatives that allow the optimization of sanitary authorization procedures that ensure the safety of industrially prepared foods intended for human consumption. For this purpose, the current situation of Digesa and Sanipes has been analyzed, carrying out a review of information obtained from requests for access to information, surveys of professionals who work in companies requesting sanitary authorizations, and public servants. who work or have worked in the health authorities, as well as the consuming public. As a result, the modification of sanitary regulations is proposed as a solution alternative so that inspections to production establishments are incorporated as prerequisites. In other words, the optimization of administrative procedures is necessary in order to guarantee the safety of industrially prepared foods intended for human consumption.
