This research was carried out due to academic interest and the great controversy around this project. The main objective of this study has been determinate and evaluate the effects on traffic that has had the bypass of the 28 de Julio Avenue in the area. The research includes a further development of different stages that starts from the literature compilation to processing data of the vehicular traffic counts obtained in the field and the development of the blueprint with the improvement proposal to the situation in question. Different vehicular traffic counts at critical points have been made. This points were obtained, mainly, using a methodology proposed and based on the HCM 2010. This way, the traffic counts gave different levels of service for each access and consequently for each intersection. The study area currently displayed levels of service very similar to those projected by the Municipality of Lima, being mostly of category “C”. Thus, figuring out how many years would take for these intersection to collapse was vital in order to provide a solution to this scenario. Using the theory of future transit, it was determined that in five years the levels of service will become “F”, so it would require a restructuration of the area. The proposal was analyzed and the levels of service dropped drastically to “B” and “C”. This proposed scenario is going to help to promote the use of bicycle paths and regain public space, as well as a considerable decrease in the levels of services in the area.
