Abstract: Los últimos años han mostrado un avance en la lucha contra la violencia contra las mujeres en el Perú. Esto ha significado la introducción de nuevas políticas y estrategias, que a pesar de sus prometedores componentes, no han demostrado ser exitosas para disminuir significativamente la alta y alarmante prevalencia de la violencia contra mujer en el Perú. Por esta razón, el presente estudio tuvo como objetivo analizar el proceso de implementación para evaluar su efectividad, basado en el cumplimiento de la normativa, y la identificación de posibles causas de las brechas de implementación. Los hallazgos mostraron un deficiente cumplimiento de las normativas en la prestación de servicios para víctimas de violencia contra la mujer, e identificaron cinco potenciales causas de brechas en la implementación. Además, esta investigación proporciona una recopilación de sugerencias para la mejora del proceso de implementación, basadas en las experiencias de trabajadores de primera línea en la materia. La información concluyente brinda una perspectiva y una base para futuras investigaciones que buscan evaluar la efectividad del proceso de implementación y explorar las causas de las brechas en la implementación de políticas y legislación sobre violencia contra las mujeres.
The last years have shown a progress on the fight against violence against women in Peru. This has signified the introduction of new policies and strategies, that despite their promising components, have not proved to be successful to significantly decrease the high and alarming prevalence of VAW in Peru. For this reason, the present study aimed to analyse the implementation process to assess its effectiveness based on regulation compliance and the identification of possible causes of implementation gaps. The findings showed a poor compliance of regulations among the delivery of services for victims of VAW, and it identified five potential causes of implementation gaps. In addition, this research provides a compilation of suggestions for the improvement of the implementation process, based on the experiences of frontline workers on the matter. The concluding data provides an insight and grounding for future research seeking to assess the effectiveness of the implementation process and explore the causes of implementation gaps on policies and legislation on VAW.
