Resumen: El evento del Covid-19 ha provocado una drástica caída en los indicadores de actividad económica y del sistema financiero. La mayoría de los gobiernos del mundo han reaccionado con paquetes fiscales masivos. Este documento desarrolla y estima un modelo de equilibrio general estocástico (DSGE) con sector bancario, restricciones colaterales y hogares caracterizados por la “Rule of Thumb” para evaluar la efectividad y los efectos de bienestar de la respuesta transitoria de la política fiscal peruana en 2020 durante la crisis de la pandemia. El modelo esboza el contexto de crisis con restricciones financieras vinculantes simultáneamente y un shock laboral negativo no acotado. El modelo estimado se enfoca en el lado de las transferencias del Paquete Fiscal Peruano y encuentra un multiplicador de la transferencias de +0.7% sobre la producción y una contribución positiva a la dinámica del mercado crediticio. Estas estimaciones sugieren que las intervenciones previenen una crisis mucho más profunda al reducir el impacto de posibles incumplimientos corporativos y moderar el shock negativo de ingresos laborales en los hogares. Si bien esta política evita efectos perjudiciales adicionales, el modelo predice efectos de heterogéneos en el bienestar entre los hogares a partir del esquema de estímulo de transferencias.
The Covid-19 event has driven a drastic fall in economic activity and financial system indicators. Most of the governments around the world has reacted with massive fiscal packages. This document develops and estimates a dynamic stochastic general equilibrium model with financial intermediate sector, collateral constraints and Rule of Thumb households to assess the effectiveness and welfare effects of the transitory Peruvian fiscal policy response in 2020 during the pandemic crisis. The model sketches the crisis context with the simultaneously binding financial constraint and a negative unbound labour shock. The estimated model focus in the transfer side of Peruvian Fiscal Package and finds a transfer positive multiplier of +0.7% on output and it contributes positively to the dynamic in credit market. These estimations suggest that interventions prevent a much deeper crisis by reducing the impact of potential corporate defaults and moderating negative labour income shock on households. While this policy prevents further detrimental effects, the model predicts heterogeneity effects on the welfare gains among households from the transfers stimulus scheme.
